The government can help by regulating elder care services and guiding certification and training. Ghana has one of the highest proportions of people over 60 in Sub-Saharan Africa, and as the population ages and chronic diseases become more common, there will be a greater need for long-term care.
The training war
These commercial care services are a new source of employment for young women and men with a secondary school education, but they are completely unregulated and undercut by more precarious operations that provide cheaper services. In 2005, an agency owner collaborated with the National Vocational and Technical Institute to develop a credential for carers, but the curriculum came under pressure over the next decade.

Unlike nursing assistants who work in hospitals, carers must operate relatively independently in people’s homes. The course should be short, no more than a year, so students can afford it, and it should include social work and psychology, as well as physical caring practices.
